Magic Whistle Location: First World Fortress

In the first World Fortress, go to the end of the first area with the Dry Bones. Using Raccoon Mario and a running start, then fly high above the wall above the question block. When you are up there in the air, go right as far as you can go, then push Up. You will fall into a room with a box containing the Whistle.
